In this area, head to the far west, to the edge of the cliff. You will eventually come across a teleporter drowned in a pool of blood. A good indicator that you are in the right place.
Just take it to find yourself at Moghwyn Palace, home of the Lord of Blood.
Once you defeat him, you'll pick up a Major Rune that you can restore at East Altus Divine Tower, the same location where you previously restored Morgott's rune after defeating him at the foot of the Tree -World.
