Reddit user makavelinow has indeed discovered a mini-quest that does not appear on the game map or in the journal, but which seems to lead to a much larger secret.

While wandering around Night City after installing patch 1.5, makavelinow came across a non-player character crying loudly, but with whom no interaction is possible. By scanning the surroundings, it would seem that the reason for his excitement is an object that has fallen to the bottom of the water. It is therefore possible to dive to recover the lost object, which turns out to be a key.
Returning his property to the mysterious new NPC, he thanks V and connects the key to his phone. Looking over his shoulder, we can see several sets of numbers and letters, including a green highlight.
